Community Infrastructure Levy (CIL)

Under national CIL regulations,

West Northamptonshire Council is required to transfer a portion of the Community Infrastructure Levy it collects to the parish in which the development takes place.

• 15% of CIL receipts is passed to parish councils that do not have a Neighbourhood Plan.
• 25% is passed to those with an adopted Neighbourhood Plan.

Billing Parish Council does not currently have a Neighbourhood Plan and therefore receives the 15% allocation.
All parish and town councils receiving CIL funding are required to publish an annual report showing how much has been received and how the funds have been spent.
