Annual Governance and Accountability Return (AGAR)

Every year, Billing Parish Council is required to prepare an Annual Governance and Accountability Return (AGAR), which is then reviewed by an internal auditor and submitted to an external auditor appointed under the Local Audit and Accountability Act 2014.

The AGAR sets out:

  • Annual Governance Statement – how the Parish Council ensures sound financial management, transparency, and effective governance.
  • Accounting Statements – a summary of the Council’s financial position and activity for the financial year.
  • Internal Audit Report – confirmation that an independent assessor has reviewed our systems and controls.

Once reviewed and approved, the AGAR is published to ensure residents can clearly see how public funds are managed.
